The changes will begin on June 30, when users will no longer be able to post ads created in Flash. Later on January 2, 2017, Google will officially phase out Flash ads entirely within its network.
It also tells advertisers to switch to HTML5 as soon as possible. This is a win-win as it makes the page load faster and requires much less processing time.
