Log in to cPanel - MySQL® Databases
Then create a new database in the field "Create new database"„
Create a new user in the "Add new user" field„
After that you need to connect the base with the user. In the "Add user to Database" section, find the database and the user you created and then click "Add", a new window will open where you need to tick "ALL PRIVILEGES" and the "Make changes" button.
