What is bulk email or spam?
Bulk email or spam is a single email message sent to more than one email address. Which means that if you send an email with the same content to multiple email addresses, it already belongs to mass email or spam.
Why is it forbidden?
It is prohibited for the simple reason of protecting the server (hosting through which you send emails) from being blacklisted.
There are tools in the world that have a list of hosting and they look at their reputation. Let's say when you send the same message to several email addresses, each hosting notifies those tools that they have received an email message from that hosting and if the same email with the same content is sent, then they notify that it is spam and add it as a notification. When a certain number of those "registrations" are collected, then the hosting is blacklisted and even if you send regular emails to the recipient, they cannot receive your email because the hosting is blacklisted.

The first step is to send an email.
The second step hosting where you sent the email checks if your hosting is on the blacklist, if not then receive the email, if it is then delete the email.
The third step sends the statistics as in the picture if any.
In order for the hosting to be removed from the blacklist, sometimes it takes two days, and sometimes it can take several months. And as long as the hosting is blacklisted it is literally unusable as far as email is concerned.
A small comparison: Therefore, everyone has a limit for email messages, even Google Gmail has a limit of 2500 emails per day, although you can pay 8000 dinars per year (this is to use your domain in gmail) for 1 email address, while ordinary hosting pays like 3000 for the whole year plus the site.

But I send to known email addresses… only to my clients
As we mentioned, it doesn't matter if you send to known or unknown statistics are calculated and then the numbers are added up and then it is declared as spam and gets blacklisted.
I'm not going to send a lot to only 100 email addresses...
This certainly seems small and apparently not a problem. But imagine the following situation with those 100 email addresses.
Let's say 20 email addresses are located at @gmail.com and the rest are located on different domains of your partners or clients (and let's say several of them use the same hosting). In that case, an email with the same content was sent to 20 different email addresses, and then Google notes that spam has arrived at 20 different email addresses. Then let's say another 50 email addresses arrived on different hostings which also like google reported the same and that's only from your account. Then the other client says that he also only has 100 emails to send, and thus a considerable number of registered spam emails accumulates, and that's where the problem arises.

As mentioned in the first sentence and explained later. Sending the same content to multiple email addresses is spam or mass email.
How do I send it then?
The situation here is quite simple, there are sites that make it possible for this very reason because it is a global problem. There are those that are free up to say 2000 email addresses, some have higher and some lower limits.
The most famous is mailchimp, but it no longer has free packages.
